Does every deck with a Game Changer become cEDH?
No. A few Game Changers can still belong in Bracket 3 or Bracket 4 depending on the rest of the shell. Deckcipher only treats Bracket 5 as cEDH when the list and the pilot intent both match a cEDH-style metagame. Expensive staples alone are not enough.
